In French reads "Pour Les Yeux Quiseteignent, Tous Pour Un' Un Pour Tous". On the back is a branch with leaves and, "Reconnaissance De L'Association Des Mutiles Des Yeux De France & Des Colonies, 29 Rue Guillaume Tell, Paris XVII, Au People Americain"
According to Google, front translates to: For Eyes Who be extinguished, All for One, One for All
The back translates roughly to: Recognition of the Association of Useless Eyes of France and the Colonies.
